H. E. Ms Klara Rovtar, Permanent Representative of the Federal Republic of Brazil to the United Nations General Assembly has been a sponsor of the Resolution of the 2.0 on the topic of Colonization of Outer Space. We have meet at the unofficial meeting in Havana, being the only place in Ljubljana that present the culture of Latin countries. We have also had some issues getting a picture of/from Ms Rovtar, and we have clearly not suceeded in this part.

The Interceptor: Could you briefly tell us about the general position of Brazil on the Colonization of Outer Space?
Ms Rovtar: Brazil is currently focusing more on topics that pertain to the environment and the difficulties we are facing with sustainable development, therefore for Brazil colonization of outer space is not a viable option. We hope that in the future Brazil will have the opportunity to further develop a national programme and reconsider the question of colonization of outer space more specifically.
The Interceptor: You being the sponsor of the Resolution 2.0 as mentioned above, could you tell us where was the core idea derived from?
Ms Rovtar: The core idea of the Resolution was to put forward all the established norms and standards that are crucial in the outer space activities; highlighting the importance of the environmental component. Our idea was to leave the room for changes and additional input from other delegations, enabling active cooperation on the level of negotiations. All together, the essence of the Resolution for Brazil was first and foremost partnership.
The Interceptor: Did the sponsors equally contribute to the persuasive techniques to get countries on your side of the table?
Ms Rovtar: Yes, especially Sweden proved to be the most vocal, as well as United Kingdom, which held the status of a signatory.
The Interceptor: What were your expectations before the session, were you hoping for the resolution to pass?
Ms Rovtar: We were very hopeful for this resolution, we expected for it to pass, but after the amendments that weren't in accordance with the idea of this resolution and Brazil`s position, we decided it's not something we stand for.
The Interceptor: What was the contribution of your country to this Resolution?
Ms Rovtar: The contribution of Brazil was the focus on the environmental determinant, recognizing the need for Earth`s surveillance and ensuring sustainability. Additionally, Brazil was very adamant to further include in the Resolution the cooperation of private sector and universities.
The Interceptor: What further actions will your country take on the topic of space in the future?
Ms Rovtar: In the future Brazil will focus on improving already existing partnerships, especially with China and Russia. We already have an agreement in the form of BRICS cooperation, and the additional cooperation with Germany and Latin American countries. It is important for us to put to the forefront the environmental dimension. Brazilian Space Agency plan for 2020 is to work on communications, low Earth orbit and Earth observation satellites. Brazil will also branch out and collaborate with other nations, including India, Ukraine, Germany and France.
